SEC chairman uses his political prowess to champion small individual investors

Last fall, Securities and Exchange Commission Chairman Arthur Levitt was on the hot seat. Members of Congress lambasted his aggressive anti-fraud policies in municipal bond sales and threatened to cut his budget.
