Citing change in South Africa, Bush lifts sanctions

WASHINGTON -- President Bush lifted economic sanctions against South Africa yesterday, drawing sharp criticism from civil rights groups and leading Democrats. Sen. Edward M. Kennedy called the move a triumph of private business profits over human rights.

"We all know what is going on here," Kennedy said in a Senate speech. "Once again in the councils of the administration, private business profits have collided with basic human rights, and human rights have lost."

Despite a last-minute plea from Nelson Mandela, the leader of the African National Congress, that lifting the five-year-old sanctions was premature, Bush said dramatic changes and progress toward racial equality in South Africa ...
